Advanced Technology as a more scientific version of supernatural power had its first hints in the BuffyVerse back in episode 8, IRobotYouJane, where a giant robot is built and inhabited by a demon scanned into the computer. And in BtvsSeasonFour the initiative combines secret government technology with supernatural beings to create the monster {{Adam}}.
However, it things really started getting crazy in BtvsSeasonFive's IWasMadeToLoveYou? where a relatively average kid ({{Warren}}) builds a life-like and extremely intelligent robot. It's obvious that such robots are not widely available (we would have seen them before now if they were, and anyway Warren nearly says as much) and it seems almost impossible for a normal kid to be able to build one on his own without a ton of scientific breakthroughs and a big lab/factory.
There seems to a close connection between advanced technology and magic, because all the people who discover the tech also know about the magic, and the people who know about the magic aren't surprised by the tech (e.g. hellgod {{Glory}} and the vampire who injures BuffyBot in BargainingPartOne?).
The abuse continued when The {{Trioka}} was given all sorts of advanced technology like an invisibility gun ({{Gone}}), jet packs, etc.
